Presumed to be Anna Foltz, born Engl, mother of.....

Despite the handwriting being in the style of the 1920s, I assume the information is correct. In the picture of her sister, there's older writing identifying her.They probably guessed this was the sister of the other woman, and age wise that is possible.

Her sister had her portrait taken at the same studio. The eyes have been similarly painted in.
